OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Director of the UNESCO Institute for Statistics (UIS), and under the direct supervision of the Head of Section, I.T Services, the Network Systems Administrator provides support and guidance in the areas of information technology operations.

The incumbent shall assume the following tasks:

Architecture, research, and planning

Research current information technology and information technology trends.

Recognize improvement opportunities, make recommendations, and assist in modifying existing and designing new information technology services.

2. Service management

Review, analyze, and report on key service metrics such as availability, reliability, capacity, usage, and IT performance.

Monitor and report on key software asset metrics.

Monitor and report on adherence to policies and procedures. Proactively identify risks and recommend approaches to managing them.

Identify the need for, recommend, and assist in the drafting of related ICT procedures and policies.

3. S ervice operation and supervision

Implement changes to information technology services and service assets to achieve objectives established in ‘service management’ and ‘architecture, research, and planning’ major activities. These changes should be introduced with minimal disruption to the work environment. All changes must be validated for accuracy/effectiveness prior to being deployed to the entire Institute. Appropriate change management, staff training, and information management practices are to be followed.

Coordinate and supervise the work of the IT Help Desk (IT Support Technician), managing day to day operational requirements related to help-desk services and service assets, setting work schedules and ensuring that the necessary support and guidance is provided to assist all sectors in the execution of their activities.

Train one supervisee (GS staff), monitor their performance, and prepare staff performance evaluations.

Coordinate with Administration to ensure UIS staff movements are accompanied with ICT security access changes and ICT assets are properly accounted for and managed.

4. Procurement and asset management

Identify qualified suppliers of information technology services and assets and maintain a roster.

Coordinat with finance unit to ensure compliance to finance policies and procedures.

Participate in technical evaluation of bid responses.

Analyze responses, shortlist suppliers, and document financial paperwork with recommendation.

Ensure contract conditions are respected by cross-referencing received goods with order or service invoice with contract. Decommission old assets.

REQUIRED QUALIFICATIONS

Education

Completed secondary, technical or vocational education.

Work Experience

A minimum 10 years of relevant professional experience in networking, server management, back office technologies or related fields.

Skills and competencies

Excellent organizational and coordination skills.

Capacity for accuracy and attention to detail.

Ability to take initiatives and to provide quality and timely support and services.

Ability to work under pressure, follow up on issues promptly, and to work efficiently under pressure, flexibility to adjust work schedules and priorities.

Very good knowledge of a diverse range of information technologies in order to research, recommend, design, deploy, and support these technologies.

Very good knowledge of current industry trends and technology solutions in the broad range of ICT in use at the UIS in several areas as server hardware, audio-video, operating system software, desktop automation software,backup software and related fields.

Languages

Excellent knowledge of (written and oral) English or French and good knowledge of the other.

DESIRABLE QUALIFICATIONS

Education

University degree in Computer Science, Computer Engineering, Computer Networking or other related academic fields.

Post-secondary education in the Informatics field, specifically related to systems administration, network administration, and end-user support.

Microsoft certifications in server management, desktop management, networking, and back office technologies.

Additional courses, certifications, or University degrees in the Informatics field.

Work Experience

Significant relevant experience as a substitute for formal training.

Relevant experience in supervisory.

Skills and Competencies

Ability to train, supervise and guide staff.
